Garage Conversion ADUs in Malibu

Converting a garage is often the quickest route to a legal second unit in Malibu, because the structure, the footprint and usually the utility connections already exist. The work lies in bringing an old shell up to the standards of a home.

Why Garage Conversions Work Well in Malibu

New construction in Malibu touches every layer of review: coastal setbacks, habitat buffers, slope stability and fuel modification. A conversion sidesteps much of that because the building is already there. No new footprint on the lot means fewer coastal questions, and keeping the work inside existing walls usually avoids grading altogether.

State law also treats conversions generously. A unit created from existing space is not subject to unit-size limits, a single-family lot can have one converted ADU by right in addition to a junior ADU and a new detached unit, and the garage parking you give up does not have to be replaced. For an owner with a detached two-car garage on a Point Dume or Malibu Park lot, that combination is hard to beat.

What a Malibu Garage Needs Before It Becomes a Home

Garages were built to store cars, not to house people. The slab often sits at or below the driveway grade and may lack a vapor barrier. Walls are usually uninsulated, and the framing may have been sized for a lighter roof. Before design, we check whether the existing foundation can stay, whether the floor needs to be raised to keep water out, and how the large door opening will be filled.

From there the conversion adds what a dwelling needs: insulation and energy compliance, windows for light and egress, a bathroom, a kitchen, heating and cooling, and smoke and carbon monoxide alarms. In Malibu's fire setting, the new exterior wall where the garage door was, any added vents and replacement windows are detailed to wildland-urban interface standards.

Septic, Water and Power for a Converted Garage

A garage that becomes a home adds a bathroom and a kitchen, and those fixtures feed the septic system. The city's Environmental Health staff review whether the existing onsite system can handle the added flow. If the garage sits downhill from the tank, the waste line may need a pump. If the system is near capacity, the conversion may need a septic upgrade, which we look into before you commit.

Most garages already have power, though rarely enough for a kitchen, heat pump and water heater. Expect a subpanel at minimum and possibly an upgraded service from SCE. Water can usually be extended from the main house line, and some owners add a separate meter from Waterworks District 29 for billing a tenant.

Legalizing an Existing Garage Unit in Malibu

Some Malibu garages were turned into living space years ago without permits. Converting one of these into a legal ADU means opening walls where needed to show inspectors the wiring, plumbing and framing, then correcting what does not meet code. It is the same permit process as a fresh conversion, with more unknowns behind the drywall.

Legalizing has real advantages. A permitted unit can be rented on a lease longer than 30 days, covered as a dwelling on a homeowner policy and disclosed honestly when you sell. It also clears an open question for buyers and appraisers, who tend to discount square footage they cannot verify with the city.

What a Garage Conversion ADU Gives a Malibu Lot

01

No New Footprint for Coastal Review

Working inside an existing structure keeps the project away from new beach, bluff or habitat setback questions. That usually means a simpler coastal review than a new building in the same yard would face.

02

No Replacement Parking for the Garage ADU

State law says garage or carport spaces removed to create an ADU do not need to be replaced. On a tight Malibu lot that saves the cost and grading of building a new parking pad elsewhere.

03

Garage Conversion Size Is Set by the Shell

State law places no unit-size cap on space that already exists, so a large three-car garage can become a roomy one-bedroom ADU without shrinking the plan to fit a local maximum.

04

Less Site Disruption Than New Construction

With no excavation or new foundation in most cases, a conversion leaves landscaping, hardscape and septic leach areas largely untouched. Deliveries are smaller, and the work stays mostly inside the walls.

FAQs

Malibu Garage Conversion FAQ: Parking, Cost, Coastal Review

Will I need to rebuild the parking I lose when the garage becomes an ADU?

No. State law does not allow a city to require replacement of garage or carport spaces removed to build an ADU. A converted unit also needs no new parking space of its own.

Can an attached garage become a junior ADU instead?

Yes. An attached garage is legally part of the single-family house when it comes to junior ADUs, so up to 500 sq ft of it can become a JADU. A larger conversion would be a regular ADU.

What makes a garage conversion cost more?

Raising or replacing a slab, structural repairs, a septic upgrade, a pump for waste lines, an electrical service upgrade and the quality of finishes are the main factors. A sound garage near the house with spare septic capacity is the least expensive case.

Can I convert a garage that is already partly finished?

Yes, but unpermitted work has to be exposed and inspected, then brought up to current code. We assess the existing space before design so the scope reflects what is actually behind the walls.

Does a garage conversion need coastal approval in Malibu?

All Malibu ADUs are reviewed for Local Coastal Program compliance. A conversion that adds no footprint usually raises fewer coastal issues than new construction, but the review still happens.
