Above-Garage and Two-Story ADUs in Malibu

On a Malibu lot where the only level ground is already covered by the house and garage, building up is often the cleanest way to add a unit. A second story over the garage avoids new grading but brings height, structural and view questions of its own.

When an Above-Garage ADU Is the Right Call in Malibu

Picture a canyon parcel in Las Flores or a hillside lot above the highway near Big Rock. The house sits on a cut pad, the garage sits beside it, and everything else drops away at a grade no one wants to build on. A new detached unit would need retaining walls, caissons and a long geology review. The garage roof, by contrast, is already flat ground in the air.

Stacking the ADU over the garage keeps the project inside the area that has already been graded and engineered. It leaves the slope alone, keeps the septic leach area undisturbed and avoids new fuel modification zones. For many hillside owners it is the difference between a workable project and a lot that seemed to have no room.

Height Limits for Two-Story ADUs in Malibu

Height is where attached and detached versions part ways. When the garage connects to the house, the ADU on top counts as attached, and the state ceiling for attached units is 25 feet or the zone limit if that is lower. That generally leaves enough room for a living level over parking. When the garage stands apart, the state floor for a detached ADU is only 16 feet, so whether a second story is allowed comes down to Malibu's own height standards for that parcel.

Malibu's Local Coastal Program also protects public views from scenic roads and beaches, and a taller structure is more likely to draw that analysis than a single-story one. We check the city's current height rules under Chapter 17.44 and the 2026 ordinance, then shape the roof form, ridge height and massing to fit before the design is finalized.

Structural Work for an ADU Over an Existing Garage

Most garages were never designed to carry a home on top. The footings may be shallow, the walls may have little shear capacity, and the large door opening leaves one side weak against earthquake loads. Before design, a structural engineer reviews the existing garage and usually calls for new footings or a reinforced foundation, steel or engineered posts at the door opening, and new shear walls.

On hillside lots, the engineer works from the geotechnical report to confirm the soil can take the added weight. Sometimes the right answer is to rebuild the garage entirely and put a new two-story structure on the same footprint. That can cost less than reinforcing an older garage piece by piece, and it gives a cleaner result.

Stairs, Access and Fire Safety on a Second-Story Malibu ADU

A second-story unit needs a safe route in and out. Exterior stairs take less interior space but need their own footprint and must meet code for rise, run and guards. An interior stair inside the garage keeps the stair out of the weather but takes parking width. We look at both against the lot and the way the unit will be used.

Fire protection is designed into the floor between garage and unit, which must be fire-rated, and into the exterior envelope. Decks and balconies with ocean or canyon views are popular, and in Malibu's fire zones they are built from materials rated for ember and flame exposure. Emergency escape openings in the bedroom are sized and placed to meet code from the second floor.

What an Above-Garage ADU Gives a Malibu Hillside Lot

01

Above-Garage ADU With No New Grading

Building on top of the existing garage keeps excavation and retaining walls off the slope, which can shorten geology review and avoid one of the biggest cost drivers on Malibu hillside lots.

02

Second-Story ADU Views and Light

A unit lifted over the garage often catches ocean or canyon views and better light than a ground-floor space, which makes it more appealing to long-term tenants and family alike.

03

Garage Parking Stays Under the ADU

The garage below keeps its cars, storage or workshop. Owners do not have to give up covered parking to gain a unit, which matters on lots with limited driveway space along narrow canyon roads.

04

Septic and Yard Areas Left Alone

Because the unit stacks onto an existing structure, the leach field, reserve area and landscaping stay untouched. Only the plumbing connection to the septic system needs to cross the yard.

FAQs

Malibu Above-Garage ADU FAQ: Height, Structure, Parking

Is a second-story unit allowed over a detached Malibu garage?

Possibly. The state minimum height for a detached ADU is just 16 feet, which is not enough for two stories, so a unit over a detached garage depends on Malibu's own height rules and coastal view considerations for your lot. We confirm this before design.

Will my existing garage hold an ADU on top?

Rarely without changes. Most garages need new or reinforced footings, posts at the door opening and new shear walls. In some cases rebuilding the garage is the better option.

What drives the cost of an above-garage ADU?

Structural upgrades or a full garage rebuild, stairs, fire-rated floor assemblies, the hillside foundation conditions, septic work and finishes. The engineering findings on the existing garage usually set the budget.

Do I lose my garage parking during construction?

Usually for part of the project, since the garage becomes the work area for the foundation and framing. Once the unit is complete, the garage returns to use.

Do two-story ADUs need parking in Malibu?

Malibu can ask for no more than one space for the new unit, or one per bedroom if that is fewer, and a spot behind another car on the driveway qualifies. The garage spaces under the unit typically stay in use.
