Big Rock Mesa ADUs
ADU Builder in Big Rock, Malibu
Big Rock climbs the hillside above Pacific Coast Highway around Big Rock Drive, with long ocean views, steep lots and a long history of brush fires. An ADU here is a geology and fire project before it is a floor plan.
Geology Comes First for a Big Rock ADU
Big Rock Mesa is known for unstable ground. The landslide beneath it began moving in 1983, and since then an assessment district has run dewatering wells and horizontal drains to keep groundwater down. Any new structure on these slopes is reviewed with that history in mind. Before we sketch a unit, a geotechnical engineer studies the soil, bedrock, groundwater and drainage on the parcel.
The report answers practical questions. Where can a new foundation go? How deep must piers be drilled? What drainage and irrigation limits apply? Sometimes the answer is that new footprint is a poor idea, and the better ADU is a conversion or a unit stacked over an existing garage. Knowing that early saves owners from designing something the ground cannot support.

Fire History and ADU Construction Above PCH
Brush fires have burned through this stretch of the coast many times. In January 2025 the Palisades Fire reached Big Rock, and Moonshadows, the restaurant on the highway below, was among the buildings lost. Owners here understand fire risk in a direct way, and an ADU on these hillsides is designed to resist ember attack and direct flame from the start.
That means a Class A roof, ember-resistant vents, noncombustible siding, tempered glazing, enclosed eaves and decks built from rated materials. Fuel modification around a new structure is reviewed by the Los Angeles County Fire Department, and access on narrow, winding streets is part of that review. For a rebuild, designing the ADU and the main house as one fire-resistant site plan is the strongest approach.
ADU Types That Work on Big Rock Slopes
Because new grading is costly and closely reviewed here, the most practical ADUs use ground or structure that already exists. A garage conversion or an above-garage unit keeps the work on the existing pad. A junior ADU inside the main house avoids exterior construction entirely. On lots with a second level area, a small detached unit can work if the geology supports it.
Views drive design. Units placed on an upper pad often look straight out over the bay, and owners want to capture that without blocking a neighbor. We keep rooflines low, use the slope to tuck the unit below the main house where possible, and avoid tall walls facing downhill.

City of Malibu Permits for Big Rock ADUs
Big Rock is within Malibu city limits. The Community Development Department reviews the ADU after its coastal program check, the city's geology staff review the geotechnical report, and Environmental Health confirms the septic system can handle the added flow. On hillside lots, the septic question has an extra layer, because effluent dispersal on or near an unstable slope is itself a geology concern.
We build the application around those reviews so they move in parallel rather than one after another. That means the geology report, septic evaluation and fire access plan are ready when the plans go in, not requested afterward through correction letters.
ADU Options for Big Rock Hillside Lots
Above-Garage ADU on an Existing Pad
Building over the garage keeps the unit on ground that is already graded and engineered, avoiding new cuts into a slope with a history of movement.
Big Rock Garage Conversion
Converting the garage adds a unit with no new footprint and no grading, which keeps geology review simple and the budget focused on the interior.
Fire-Resistant ADU in a Rebuild
Lots rebuilding after the 2025 fire can design the ADU and main house together, with one fire-rated envelope strategy, one fuel modification plan and shared utilities.
Junior ADU With an Ocean View
A JADU inside the main house can claim a bedroom suite with a bay view and a private entrance, adding a unit without touching the hillside.

FAQs
Big Rock ADU FAQ
Do I need a geology report for an ADU in Big Rock?
For any new footprint on these slopes, almost certainly. Even conversions may need geology input if they add septic flow or change drainage. The city's geology staff review the report.
Can I add an ADU while rebuilding after the Palisades Fire?
Often yes. Planning the ADU into the rebuild lets both buildings share site work, septic design and fire access. We confirm what the current city rules allow for your parcel.
What drives ADU cost on a Big Rock hillside?
Deep foundations, drainage, geology and septic studies, fire-rated construction and limited access on narrow streets. Conversions and above-garage units usually cost less than new hillside pads.
Can I rent out a Big Rock ADU?
Yes, on a lease longer than 30 days. You do not need to live on the property to rent the ADU, under state law.
